Changes to Ontario Regulation 127: Impact on Commercial Facilities
Commercial facilities are no longer required to report emissions under new changes to Ontario Regulation 127!
Since 2002, commercial facilities having heating and cooling equipment with a capacity of greater than 3 million BTUs, were required to report emissions under O. Reg 127. In February 2006, the Ontario Ministry of Environment announced changes to O.Reg 127, which remove all requirements for commercial facilities.
The new Regulation and Reporting Guide can be found here.
The changes are part of an effort to harmonize provincial and federal (NPRI) reporting requirements. NPRI reporting for commercial facilities is triggered by having employees work more than 20,000 hrs and exceeding emissions thresholds. Pinchin’s experience has been that commercial facilities rarely exceed these thresholds unless significant amounts of fuel oil or diesel are consumed. However, many Pinchin clients have decided to continue to do annual emissions assessments for their own due diligence.
