What are the Big Changes that Affect
Property Owners and Managers ?
This seminar provides attendees with a brief overview of asbestos, where it is used and in what era as well as an overview of the regulation. The changes to the regulation will be specifically highlighted as it affects building owners and managers. Attendees will receive a handout which will be of value in implementing the regulation or in evaluating your compliance status.
Ontario Regulation 278/05 under the Occupational Health and Safety Act (“Designated Substance – Asbestos on Construction Projects and in Buildings and Repair Operations”) became largely effective November 1, 2005 and was fully implemented on November 1, 2007. This Regulation replaced a similarly named regulation which had been in place since 1985 (O. Reg. 654/85 subsequently re-named 838/90).
Replacement of the existing regulation was necessary in order to incorporate new technology in asbestos abatement and to improve worker protection. The new regulation accomplished these goals but has several major and even controversial changes, which will have very substantial operational and cost impacts on building owners and managers who must comply with it.
While some owners of commercial, industrial and residential building have complied, the regulation is complex and many other owners have remained unaware of the impact on normal building operations, renovations and property values. This recently lead to some significant charges and fines of building owners and contractors.
