With Ontario Regulation 278/05 (Designated Substance – Asbestos in Construction and in Buildings and Repair Operations) which became effective on November 1, 2005, 2005, Ontario building owners and managers face serious and difficult new requirements for asbestos surveys and management. These requirements include:

  • increased sampling frequency,
  • room-by-room data collection,
  • identification of the specific location condition,
  • friability of asbestos-containing material (ACM) or assumed ACM.

These requirements meet or exceed the record keeping requirement of all Canadian and U.S. Jurisdictions.

To meet these needs Pinchin Environmental Ltd. (Pinchin) developed the Hazardous Material Inventory System (HMIS) in the early 1990’s and, to make it more accessible to our clients, made it available on the internet in 2004. It has been used for surveys of many tens of millions of square feet of building space over the last 15 years and is currently used in house by many clients.

Click here to view typical clients (references available upon request) who use the HMIS system internally to manage their asbestos.

The HMIS program is detailed, accurate, proven, simple and reliable. Unlike paper copies or simple data base programs this will be the last asbestos survey you will ever need. Updates and tracking of abatement is readily performed in house by your staff or any consultant.

Pinchin Environmental Surveying Methods

Based on a room-by-room or area-by-area inventory. Eight Building systems are examined in each room or area.

• Floor

• Structure

• Mechanical

• Ceiling

• Pipes

• Other

• Walls

• Ducts

Systems are then broken down by component and asbestos (or potentially asbestos) material. For each material and component, further information is collected.

• Quantity

• Accessibility

• Covering

• Condition

• Visibility

• Friability

Hazardous Materials Inventory System (HMIS)
  • Online database used to house all data and documents for your asbestos management program
  • Centrally located and accessible through the internet
  • Uses information collected to help establish action priority
  • Used for management or abatement
  • Used on industrial sites, commercial or public buildings
  • Can handle millions of square feet
  • Secure and reliable access
  • US EPA sample protocol
  • 1 1/2 million square feet without drawings
  • 2 million square feet with drawings

Accessing and Updating Asbestos Information

Three levels of user security:

  • Administrator – Overall control over system. Ability to add other users, and update asbestos information
  • User – Most users have this level of access. Able to view all buildings and update asbestos information
  • View Only – lowest level of security. View only users can only see or print asbestos information for buildings that the Administrator has given them rights to see.

Other Available Features
  • Accessing data by floor plan
  • uploading any information in PDF format
  • adding photos of damaged, deteriorated, unusual or removed asbestos material
